DEFRA have announced two new consultations on major changes to the waste carrier registration scheme and how waste is tracked.
The proposals will result in waste carriers needing to apply for a permit rather than simply to register and will mean that waste carriers will need technically competent persons to manage their operations.
The waste tracking proposals will move the industry away from paper Duty of Care transfer Notes and Consignment Notes to a digital system which can be tracked in real time by the Environment Agency, with the aim of reducing illegal activity within the industry.
