Landfill Tax Changes: What the 2025 Consultation Means for UK Waste Operators
The Government have launched a consultation on landfill tax changes that could have major consequences for waste companies, construction and demolition firms.
Launched on 28 April, the consultation proposes scrapping the lower rate of landfill tax and removing key exemptions used in site restoration and inert waste recycling.
Understanding the Key Changes in Landfill Tax Rates and Reliefs:
- Abolition of the lower landfill tax rate and Qualifying Fines Regime by April 2027
- Withdrawal of tax relief for materials deposited under a Quarries Restoration Order
- End of exemptions for the use of stabilised dredged materials and other mineral sector practices
The proposals would significantly impact the waste sector, driving up costs for waste disposal and seriously affecting trommel fines disposal. Higher landfill charges will also reduce demand for recycled materials such as crushed concrete and subsoils, as recyclers face higher costs. The proposals will directly impact on waste companies but could also see increased costs for developers, site clearance firms and muckshifters.

- 21 July 2025: Deadline for responses to the consultation
- April 2027: Expected removal of qualifying fines regime
- 2030: Implementation of a single landfill tax rate
